Patrolman Rich suffered a fatal heart attack following a foot pursuit of an escaped prisoner. The man had escaped while being booked at the police station. Patrolman Rich chased and apprehended the suspect. Shortly after returning the man to a cell Patrolman Rich collapsed.

Patrolman Rich had served with the agency for 22 years. He was survived by his wife and three children. Officer Rich’s daughter, Charlotte DiCicco later served as a Shelton Police Sergeant and has since retired. Officer Rich’s grandson William DiCicco is a Patrolman with the Ansonia, CT Police Department.
